Yup, you can steal all the flags from the same person. My friend and I did it that way.
As for the others....
I don't believe it's all, it's complete the national pokedex. A small distinction, but I believe this means no need to get Manaphy, Phione(sp?), and the 3 event pokemon from Diamond/Pearl.
The win 100 times in the battle tower must be done on Single Battle and must be one long streak, not win 10, lose, win another 10, etc.
The master contest one... not sure. Please ask around to make sure it is only win 1 Master contest and not all Master contests. I could be wrong, but for some reason all sticks out in my mind. I'm hoping I'm wrong though.

That said, I can verify that it is
2+4 = 6 points for each Seaking you beat.
This is why it is very easy to Speed EV train. There is a trainer with 6 Magikarp. Since you get 5 speed from each magikarp with the power anklet equiped for a total of 30 points each time you face this trainer, you can rapidly raise Speed EVs.

Curse the 1st turn, painsplit the next.
Also, Painsplit is a good move to use if you are low on HP and they just lost a poke and are sending out a new one.

For example, my Mismagus, went to level 100. She can handle the final four and I like the poke.
My Vespiqueen is only in her 60s. I like her, but she can't face the final four, so it's way too slow going and I don't level her.
My Flygon is at 51 and will probably stay there. Though he can beat the final four with a few more levels, not sure if I like him enough to raise him any higher.

1st of elite falls to a good flying type.
2nd falls to a good grass type
3rd to a good water type
4th to a good dark type
If you cover those types in your 5, you are good. If not, I would suggest a lot more leveling.

Are you going to the effort ribbon lady since there are 2 ladies giving out ribbons in that town?
Are you 100% sure you gave that pokemon the vitamins? Otherwise, no clue why it wouldn't work if you did what you said.

I strongly disagree. Trust me, with the power items Speed is the easiest to EV train. Just find the fisherman with 6 Magikarp. Each karp gives 1 speed, add in the power item and that's 5 per. 6 Total, so 30 Speed EVs each fight. If you use vitamins to reach 100, that's only 6 battles against that fisherman, and in the last battle you don't need the power item and only fight 2 of the 6 karp with the pokemon your raising. Plus, since they are all weak magikarp, it's an easy fight.

I would say the breeding for IVs is the most annoying. It gets worse when you are not only breeding for nature, but for gender or ability. Try breeding a good IV female Combee. I think I went through over 40 males just to get 7 females. Thankfully one of the 7 females had very good IVs.Posted in: Pokémon Diamond, Pearl & Platinum
Also, dittos of every nature and everstones help a ton too! Just hope your dittos have good IVs.

Curse + Pain Split on a Ghost type.
Assuming you can survive cursing, the usual response is to switch out the cursed poke, replacing it with a perfect health one... well... pain split then helps immediately. And if they don't switch, you hurt the original poke. Plus, both moves cannot be countered.
