I also had this problem but I found an easy fix. Just hatch them and use an exp share. All of mine evolved around 22-24. I just used the patch of grass on route 3 and went audino hunting.

Hi there Zormy. Just make sure you have your friend code to give bridog and register their friend code. You can find your FC and register others by using the Pal Pad in the key items menu. :)
