Asking for an evaluation confirms that you are sane. Therefore, you can never be confirmed crazy; you are crazy, sane or confirmed sane. It's a phrase for a paradoxical situation from which there is no escape.

It means that it had the PKRS, and still has all of the benefits from it but cannot infect other pokemon with the PKRS.
