You realize that happens with almost every pokemon. If anything, it's the game's glitch. I belive it is in fact a move you can learn twice, starting from level one, though you can't unless you breed. You can also see your past moves when you go to the heart scale dude. I'm not too sure on this, but I think that's what the whole big beef is all about.

No. It's correct...

It's the same with Grotle's/Torterra's Withdraw in DPP. Or Combusken's Focus Energy in RSE. Game coding with the moves set up like that have been like since the RSE era.
